Scope of work

Energy Efficiency: Supporting preparation of energy efficiency investments in public buildings and industry through single projects and facility approach.

Urban Transport: Supporting preparation of metro, tram, trolleybus and bus related investments in infrastructure and rolling stock in capital and secondary cities. Investments aim to improve accessibility, service quality and environment, as well as improving transport planning, public service contracting and organisation.

District Heating: Supporting preparation of investments in district heating networks and production facilities to reduce emissions, save energy and improve services.

Horizontal Support: CBA and funding gap guidance, state aid support, mobility plans.
JASPERS assignments in the urban development sector
In 2010 JASPERS worked on 40 assignments in the urban infrastructure sector with the majority of assignments related to urban transport.
During 2010 JASPERS completed 11 assignments in this sector, eight of them resulting in major projects for which grant applications were submitted to the European Commission. In Bulgaria, with the assistance of consultants, JASPERS continued to provide intensive support to five integrated urban transport projects where there has been notable progress in the finalisation of contracts for feasibility studies. Meanwhile, in 2010 the Burgas integrated urban transport project was submitted to the European Commission.
Hungary Urban Transport: Support for 5 metro/tram/trolleybus projects
Sofia Metro: Close collaboration with the Metro Company and DG Regio especially on CBA, and on timing of the grant application and link to the tender process.
Poland State Aid: JASPERS supported preparation of national guidelines for urban transport from the Infrastructure & Environment, Eastern Poland and Regional OPs.
Warsaw University of Technology: JASPERS is funding the feasibility study for a major pilot project to improve energy efficiency of the university buildings.
District Heating and Energy Romania: JASPERS supported the development of a national approach to state aid in energy efficiency, renewable energy and heating, and helped Romanian authorities develop project identification and selection criteria.
