The 12 Member States which joined the EU in 2004 and 2007, all of which are eligible for assistance under the EU Structural Funds (European Regional Development Fund and Cohesion Fund), are eligible to obtain the assistance of JASPERS.
JASPERS' assistance is not limited to individual state projects but is available as well for horizontal studies that cover more than one country or more than one project.

The management of actions, which receive support from the Structural and Cohesion Funds, is under the responsibility of the Member States. For every action, each Member State designates a Managing Authority, which acts as the central coordinator for the country.
The Managing Authorities in the Member States are the first point of contact for prospective beneficiaries. Technical assistance applications for eligible projects must be submitted to JASPERS through the National Authorities.
The Managing Authorities can request assistance directly from JASPERS' regional offices or contact JASPERS' headquarters in Luxembourg. Prospective beneficiaries of assistance from JASPERS should discuss with their national Managing Authority the inclusion of their project(s) in the national Action Plan.
