JASPERS was launched at a Conference of the EU Member States held at the end of 2005 by the European Commission, the European Investment Bank and the European Bank for Reconstruction and Development to assist the twelve Member States which joined the EU in 2004 and 2007 to make use of EU Structural Funds.

In July 2008 the number of partner institutions of JASPERS increased to 4 following the arrival of Kreditanstalt für Wiederaufbau (KfW).

Since its launch, JASPERS has fully developed its infrastructure comprising the headquarters based in Luxembourg and three regional offices (Vienna, Warsaw and Bucharest) bringing JASPERS services closer to its customers.

JASPERS is integrated into the Projects Directorate of the EIB as a separate department, with a structure based on sectors of activity, which meets its operational needs and ensures consistency in the advice delivered across beneficiary countries. 

In spring 2009 a satellite office in Sofia was opened to better service the Bulgarian assignments.

Over the years JASPERS has significantly increased the number of its experts in order to effectively address the growing number of requests for assistance.
