JASPERS (Joint Assistance to Support Projects in European Regions) provides advice to the 13 countries that joined the European Union in 2004, 2007 and 2013 (Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovak and Slovenia) as well as to Greece, the former Yugoslav Republic of Macedonia, Montenegro and Serbia during project preparation, to help improve the quality of the major projects to be submitted for grant financing under the Structural and Cohesion Funds. The assistance is provided free of charge and is geared towards accelerating the absorption of the available funds. In 2013 JASPERS provided support to 603 projects in the 17 countries of operation. The estimated total investment cost of these projects is about EUR 60 billion. 

As at 15th December 2014:

905 assignments completed since start of operations (2006) 

456 JASPERS-supported applications for major projects submitted to the EU Commission (EU-14), of which 399 approved (79 since 1st January 2014)

JASPERS is managed by the European Investment Bank (EIB) and co-sponsored by the European Commission and the European Bank for Reconstruction and Development (EBRD).
