JASPERS (Joint Assistance to Support Projects in European Regions) assists the 12 Central and Eastern EU Member States and Croatia in the preparation of major projects to be submitted for grant financing under the Structural and Cohesion Funds.

As at 3 January 2012:

540 assignments completed since start of operations (2006), of which 141 in 2011

JASPERS working on 352 assignments  

250 JASPERS-supported applications submitted to the EU Commission, of which 172 approved (69 in 2011)

This working paper provides an overview and analysis of different possible models for PPP-grant blending, as well as a review of past projects following these models.

Guidelines for Project Appraisal : Application Form Evaluation Guide and Application Form Checklist 

These guidance documents were prepared for the Lithuanian authorities.  They constitute a checklist and a guidance tool indicating the type of information suitable for each section of the Major Project Application Form.  Although originally developed for use in the Lithuania Transport Sector, they may be of wider interest to beneficiaries and management authorities in other countries and sectors.

JASPERS EIA Sectoral Guidelines

These guidance documents, prepared for the EIA practitioners in the Romanian environmental authorities and consultants, may be of wider interest to beneficiaries and management authorities in other countries. The contained recommendations will be of practical benefit to those involved in the EIA carried out for projects prepared for EU funding in the following sectors: energy (fossil fuels); water (flood prevention and/or protection projects and associated dams and reservoirs, wastewater projects, groundwater abstraction and drinking water supply networks); transport sector (railway and motorway and road construction); and integrated waste management, including a landfill as final disposal option.
