JASPERS is a technical support facility set up in 2006 to help the 12 Member States which joined the EU in 2004 and 2007 identify and prepare projects potentially eligible for assistance under the EU Structural Funds (European Regional Development Fund and Cohesion Fund). JASPERS is managed by the European Investment Bank (EIB) and the other partners are the European Commission, the European Bank for Reconstruction and Development (EBRD) and Kreditanstalt für Wiederaufbau (KfW), which joined JASPERS in 2008 as an associate partner.

Between 1 January and 23 February 2010, JASPERS has completed 11 assignments. As of 23 February 2010, JASPERS was providing assistance for 443 active assignments. Since late 2006, when it started operations, 251 assignments have been completed.

In 2009, JASPERS responded to the sharp global economic downturn by further explanding its activities on behalf of the twelve beneficiary Member States. Reflecting the recruitment of new staff after a substantial increase in the Commission's financial contribution to the initiative, during the year JASPERS completed 133 assignments, well above the target of 100 completions set for 2009. Assignments were completed in all sectors and countries, with the highest number in the Polish urban infrastructure and services sector (12).  

As of 31 December 2009, there were 430 assignments receiving JASPERS' assistance across all beneficiaries and in all sectors of activity, compared with 280 as at 31/12/2008. Major projects accounted for some 86%, small and horizontal projects for some 7% of the active assignments. 

In 2009 DG REGIO received 144 applications, of which 99 were supported by JASPERS. Among the 54 applications approved during the year, 44 had received  JASPERS' assistance.

Workshop on JASPERS activities in the Water and Solid Waste Sectors in Sofia on 12 June 2009

On 12 June 2009, the Bulgarian Ministry of Finance and JASPERS organised a Workshop attended by approximately 30 of the largest Bulgarian Municipalities.

The Workshop focused on projects to be financed by the Operational Programme Environment, Priority Axis 1 “Improvement and Development of Water and Wastewater infrastructure” and Priority Axis 2 “Improvement and development of waste treatment infrastructure”.

JASPERS stakeholders' meeting in KRAKOW on 28-29 May

JASPERS held its first Stakeholder Meeting in Krakow, on 28-29th May 2009. The meeting, in the words of Matthias Kollatz-Ahnen, Vice President of the EIB, was a big roundtable and “a unique opportunity to learn how JASPERS can improve and strengthen the support and service it offers within the cohesion policy, and thus to help beneficiary Member States''.

New Head for JASPERS
As of 1 May 2009 Mr. Agustin Auria was nominated the new Head of JASPERS. He succeeds Mr. Patrick Walsh who after three years in service for JASPERS has taken over new responsibilities at the European Investment Bank. Before his nomination as Head of JASPERS Mr. Auria was holding the position Deputy Head of JASPERS.
