Independent Quality Review

 

The EU Common Provisions Regulation (N° 1303/2013 of 17 December 2013), which is the key legal basis for Cohesion Policy for the 2014-2020 period, provides Member States with a new option for the approval of major projects, involving appraisal by independent experts. This procedure is expected to make the approval process more efficient.

The Commission has indicated that JASPERS is an appropriate body to undertake the independent quality review provided for in the legislation. This service is available for all Member States intending to use European Structural and Investment Funds to support major projects. This service will be a natural extension of JASPERS support for project development n, requiring similar competences. The JASPERS quality review replicates the EC procedure, consisting of an evaluation of strategic, technical, economic and financial aspects of projects, and will also asses compliance with EU policies and legislation.

The IQR is organised as a separate division within JASPERS, created in 2014, and provides its opinion independently from the project preparation divisions. However, while maintaining the independence of their final recommendations, the IQR staff may interact with their correspondents in the project preparation divisions, drawing on the work already carried out, avoiding duplication and exploiting synergies whenever possible.
