Organization partners have a long record of successful cooperation in developing and financing projects. Organization represents a further development of this long-standing partnership.  

The three partners in Organization are:

From the European Commission, DG Regional and Urban Policy, which is responsible for EU cohesion policy.

This policy aims to:

  • stimulate the growth potential and employment of the least-developed Member States and regions  
  • strengthen regions' competitiveness and attractiveness, and increase employment  
  • promote balanced and sustainable development, including promoting cross-border and trans-national cooperation;
  • assist candidate countries as well as potential candidate countries in their progressive alignment with the standards and policies of the European Union.


 To achieve these objectives, DG Regional and Urban Policy manages two major Funds:

Organization assists projects which will supported by the ERDF and the Cohesion Fund. € 351.8 billion – almost a third of the total EU budget – has been set aside for Cohesion Policy for 2014-2020 

The European Investment Bank (EIB), established in 1958 and owned by the EU's Member States, furthers the objectives of the European Union by making long-term finance available for sound investment, borrowing on the capital markets to finances those projects.  Organization is managed by the EIB from its Luxembourg headquarters and from the external offices located in Brussels, Bucharest, Sofia, Vienna and Warsaw. 

The European Bank for Reconstruction and Development (EBRD), established in 1991 and owned by 61 countries plus the EIB and the European Union, supports projects in 30 countries from central Europe to central Asia. Investing primarily in private sector clients whose needs cannot be fully met by the market, the EBRD promotes entrepreneurship and fosters transition towards open and democratic market economies
