The JASPERS Northern Regional Office in Warsaw covers projects in the four countries of Estonia, Latvia, Lithuania, and Poland.
The office opened in January 2007 and is located in the centre of Warsaw. As of 1st January 2012, the JASPERS Northern Regional Office had a staff of 21 experts and three administrative assistants.
The Warsaw Office offers Technical Assistance to the 4 northern-region countries for the preparation and successful submission of project grant application forms. JASPERS is also involved in a number of horizontal tasks supporting national authorities on policy, regulatory and legislative frameworks.
With approximately EUR 80bn in EU Structural Funds available for absorption in the four countries during the current 2007-2013 Programming Period, there is a significant potential for value-added assistance by the Northern Regional Office.
In particular, these four Member States have significant infrastructure needs across all major sectors, including Transport, Environment, Energy and Urban Development Infrastructure.

JASPERS Regional Office of Bucharest services Romania and Bulgaria.
The office opened in May 2007 and it is based in the "Casa Uniunii Europene", house along with the European Commission delegation and the European Parliament. As of 1st January 2012, there were 18 JASPERS experts and three administrative assistants based at the Regional Office of Bucharest.
The Bucharest Regional Office offers technical assistance to Romania and Bulgaria to help them submit well-prepared project applications. These countries have significant infrastructure needs in all large sectors: Transport, Environment, Energy and Urban Development. This Programming Period's Grants are not enough to meet all investment needs, but the implementation of the highest possible number of projects should help to further the economic and social cohesion and promote the objective of "Convergence" which is the main objective of EU Grants in these countries.
JASPERS input will improve the project preparation and thus speed up the approval process and help identifying potential issues which may have an effect during the project implementation. As a result, JASPERS aims to help increase the absorption rates.

The newly opened Sofia office responds to the increasing number of the Bulgarian assignments and the foreseen development in the number of projects. The Sofia office is served by the JASPERS colleagues from the Bucharest office supported by the JASPERS teams in Luxemburg, Vienna and Warsaw.

The JASPERS Regional Office for Central Europe in Vienna serves the 4 Member States in the Central European region (the Czech Republic, Slovakia, Hungary and Slovenia) and Croatia.
The office opened in May 2007 and is headed by Dr. Axel Hörhager from the European Investment Bank. It is located in Central Vienna near the Karlsplatz. As of 1st January 2012, there were 16 JASPERS experts and three administrative assistants based at the Regional Office in Vienna.
The Vienna Regional Office offers technical assistance to help the five beneficiary countries in the project preparation process and in the submission of project funding applications.
With EUR 68 billion of Structural Funds to be absorbed by the four EU Member States countries services by JASPERS Vienna office during the programming period 2007-2013, this represents a major challenge. There are significant infrastructure needs in all sectors such as Transport, Environment, Energy and Urban Development.
This Programming Period's grants will only partially meet all investment needs but the implementation of a highest possible number of projects should help to further the economic and social cohesion and promote the objective of "Convergence" which is the main objective of EU Grants in these countries. In the context of current developments on financial markets, the stabilizing function of maintaining a steady stream of infrastructure investments based on reliable financial resources is vital to achieve progress in the new member states.
The Regional Office in Vienna aims to provide key inputs to improve infrastructure project preparation on behalf of the managing authorities in the new member states and thus speed up the grant application approval process, as well as being able to identify potential issues which may have an effect during the project implementation. JASPERS thus hopes to fulfil its role in ensuring the success of European regional assistance programmes.

JASPERS headquarters are situated in the premises of the European Investment Bank in Luxembourg, within a structure separated from its lending activities.
As of 1st January 2012, in the headquarters are located:

Head of JASPERS;

the central administration & coordination of JASPERS, responsible for, inter alia, budget, staffing, legal and procurement matters, including the management of contracts concluded with external consultants, the management of the JASPERS website and the JASPERS Database;
