Scope of work

- Upstream: Early involvement in the scoping and screening of project proposals to assess their potential viability and suitability for EU-grant finance.
- Project development: Support stakeholders from early on in developing viable project and all documents required for a mature grant application.
- Project appraisal: Late interventions in project cycle, assessing projects and all relevant documents prior to submission of the grant application to DG-REGIO.
- Horizontal Support: CBA and funding gap guidance.
- Training and capacity development: Provide workshops for project stakeholders, active participation at conferences organised by Ministries of beneficiary countries
JASPERS assignments in the water and wastewater sector
In 2010 JASPERS worked on 40 assignments in the urban infrastructure sector with the majority of assignments related to urban transport.
During 2010 JASPERS completed 11 assignments in this sector, eight of them resulting in major projects for which grant applications were submitted to the European Commission. In Bulgaria, with the assistance of consultants, JASPERS continued to provide intensive support to five integrated urban transport projects where there has been notable progress in the finalisation of contracts for feasibility studies. Meanwhile, in 2010 the Burgas integrated urban transport project was submitted to the European Commission.

Romania: EU-grant approvals for eight Romanian water projects that benefited from JASPERS support.

Hungary: Support preparation of four Water & Wastewater and two Flood prevention projects, with grant applications earmarked for EU-submission in 2008.

Bulgaria: Amend and update ?hands-on? older grant application documents (including feasibility studies and CBA) for three Water & Wastewater projects.

Slovenia: Grant approval for three water projects by national authorities in close co-ordination with DG-REGIO that were supported by JASPERS.

Poland: Support for six water projects, mainly at the early stage of the project cycle that were submitted to JASPERS because of their complexity.

Malta: Review and support the development of an extended stormwater protection project including the definition of recommendations to enhance grant utilisation under the Cohesion Fund and ERDF financial packages.

Horizontal: Support the preparation of CBA guidelines in four beneficiary countries; assist in the provision of CBA-training in five additional countries.
